It's a forensic light source that in a darkened environment illuminates traces of bodily fluids such as blood, urine, saliva, and more as well as fingerprints dusted with fluorescent powder, which may be difficult to detect with the unaided eye. You simply shine the blue LED light on an area and view through the amber-tinted shield and - VOILA! - somebody's got some explaining to do! You can even snap a picture of a stain by photographing through the amber shield (although that would make an odd entry in the family photo album).
